1st, YOu need a basic base drawing tool, Paint is the best drawer to draw your drawing's outine, After 你 have your Black and White picture, Save it as a PNG file on your Dasktop for the fastest actions, After that 你 need a good coloring Tool, Like Photoshop 或者 GIMP 2, Photoshop is good for both drawing and Coloring aswell! I say 你 use those 5 星, 星级 tools to make your fanart!
Make sure what "it" is!
If it's fanart, It's gonna have to be a drawing of something from an original show, Game 或者 anything like that, And if 你 draw something using your imaganation, It's a drawing, Not a fanart, Hope I helped ☺
