Well, I'm not going to say 'You're not too young' because I feel that that's pressuring 你 into doing it, and I think you'll ready for it when it gets to it.

I'm 13, I have long dark hair too. It's a nightmare. And it's not good when it comes to legs. I started shaving not long after I was twelve, and I shave about every 3 days. And for about a six months before that I was using cremes.

If 你 want to start, then I'd start of using cremes. It's 更多 effort, but you're not too young for it, they're easy to use, and will probably make 你 feel less self-conscious about your legs.
Appearence isn't everything, but if removing your leg hair will make 你 happy, then i do suggest starting with cremes.
If 你 have a female adult who 你 feel close to then takl to them about it and they can probably give 你 advice.

You're not too young. Most girls start at 10 或者 11 and it's got nothing to do with the whole 'everyone else does it' thing. 你 don't have to do it everyday (you pretty much don't need to). Shave if 你 want, it is honestly normal at your age.

I'm afraid shaving is pretty much the only way, sorry.

Thirteen is probably just the right age to start shaving. So, go ahead and shave. Why do 你 think you'll have to shave everyday? 你 don't have to shave every single day, for most people once a week is enough. But I shave mine about every three days 或者 so.
