Actually,I think the strength of a Pokemon depends on the trainer,It's really hard to tell because Satoshi-kun's (Ash's) 皮卡丘 is really strong and could probably even surpass the power of a normal Raichu,but in general I still think that depends on Speed,Attack,Defense etc.,but I suppose Raichu,but it depends on which way 你 look at it.
