She tried to take over. Because she hinted that she used to live in the palace and was kicked out for trying to take over Triton's throne.
In the broadway version, Ursula was Triton's brother. When thier dad died, they both got a fair share of the sea. However, Ursula abused her use of power by using dark magic to terrorize mer-folk. Triton kicked her out and took control of the whole sea.
