Ok…when Ariel made the deal with Ursula, it’s pretty much understood that “if” she gets Eric to kiss her before her three days are up, she gets stay human forever- without her voice. So this line in the song…
“Boy, you better do it soon
No time will be better
She don’t say a word
And she won’t say a word
Until you kiss the girl”
…doesn’t really make sense if you think about it. Even if he were to kiss her, she still won’t be able to talk, lol. I was listening to this earlier and got to thinking about this 

Actually, I always though that it didn't make sense. It's one of the reasons the song ranks towards the bottom of my favorite Love Song list.

I agree with Mongoose09...I also thought she would her voice back once he kissed her...was that a wrong assumption? Kiss the girl has always been one of my favorite songs and favorite scenes in a DP movie....

No, Ariel was not going to get her voice back. Her voice was the price she paid to become human. It wasn't a gamble or something where she can win it all back if she gets the kiss. Her voice belonged to Ursula and only returned to her because of the seashell necklace smashing. If you think about it, Ariel is the most lucky princess in the world. She took huge risks and in the end, totally got to have her cake and eat it too. As opposed to being stuck a mermaid, she was willing to cut ties with her family forever and be mute for the rest of her days on land. In the end, she gets to have her family show their support of her being human and stay in contact with them, be able to use her voice and sing, AND be Eric's bride. She is a damn lucky girl.

I think Sebastian tried to, like he said, "create the mood". Ariel was already mute when Eric met her as a human so pointing at the fact that she "didn't say a word" would look ridiculous if it was just a statement about her being mute- something that Eric already knew. I think what Sebastian meant was that it was up to Eric to take action in his hands. Her "not saying a word" was more like a metaphoric statement in this case as I believe. It was about how it was not up to Ariel to reach out to him this time, but up to Eric.

Well Sebastian was trying to get Eric to kiss Ariel so she can remain a human forever.

the movie never mentions if she would or wouldn't get her voice back so it's not ok to assume so

It's not literal. What it really means is that Ariel can't express herself until Eric makes his move.

See, Ariel has a very aggressive attitude, and she would surely have just grabbed him and kissed him if it weren't for the rules of Ursula's curse.

Despite the lack of her voice, Ariel was able to express herself--except for this one little thing.

Maybe she actually talked to Ursula longer than it shows in the movie & she agreed to give Ariel's voice back if she kissed Eric. (I agree with disneydweeb that Ariel is SUPER lucky!)

I always assumed she would get her voice back, but now that you mention it, that was never explicited. The song still makes sense in a general way
