Does anybody know where to make 粉丝 art? Because I want make my own 粉丝 art.

Anybody out there I really want to put pictures on my FC on 潮流粉丝俱乐部 but I don't know how I can draw really good on paper but not on computer 或者 iPad 或者 any tech stuff I can draw on those tech stuff but not perfectly I just want it to look like digital art like soe people out there can do because some people do know how to do that.
