Who tells the Waterbenders and earthbenders there the avatar?

So 你 know when there's an 阿凡达 discovered, there are the people to tell them that there the avatar. (i know kinda confusing) like if the 阿凡达 is a firebender then they have the 火, 消防 sages to tell them, 或者 if the 阿凡达 is an airender then they have the monks to tell them...........right? so then what about waterbenders and earthbenders? yeah it kinda is confusing i know...hehe :)

Most likely the Eathking 或者 the leader of their town/city. For waterbenders, I believe that the masters of their tribe tell them.

Since they know which nation the 下一个 阿凡达 will be born in is in, they give all of the children born soon after the 前一个 Avatar's death the 1000 toys-test-thing. Whichever chooses the correct four is the Avatar. :)
