Going from the ep where he almost got married last season, public proposals seem to be the tradition. Not that they're slaves to tradition, but it seems that would be the "right" thing for him to do as king. That being said, he had DAMN WELL BETTER propose to her privately (and before any public proposal), with a very sweet intimate scene, just the 2 of them.
