Spock. Even Nichelle Nichols said he was the one she was the most similar to (she literally created her character as a female version of Spock) and close to in the series and Gene had wanted to explore that but never could because of the racists. They still have some flirting scenes and they have chemistry. Kirk/Uhura could have worked too but I didn't like the kiss because it was forced.
Scotty doesn't make any sense she never showed any interest toward him they hardly interacted in the series, unless you count STV that wasn't the original series anyway and Roddenberry decanonized that movie . She also was under the influence of Sybok there and they ignored that part in the sequels. Scotty did have love interests and she never was one of them though I honestly think that he wasn't interested about a relationship. Same goes for Sulu.
