His reasoning for them being in the caterpillar room is that there must be toys for the children there to play with.
However, he does not appear to care about the rough housing other sentient toys go through especially when it could lead to them being broken beyond repair or if they prove themselves a safety hazard to the children of the room's age group.
It seems that it stems more from his anger over being replaced by another Lotso by his former owner after she lost him. Woody even called him out on how weak this excuse was.
