Is there a website that I can use to make an OC? Im lazy and don't really want to draw one. But if there isn't then I'll just draw one.

No, but people use bases. Just ask someone to use theirs, give credit, and voila. 你 got yourself an OC. Or, take 建议 from a lazy person. Draw some small thing, like a head, and color it in, call it a day. XD
