I don't feel like she would go around telling people about it.
But then again, in the last few eps of Season 8, Tony and Ziva started being a lot more open and honest with each other. So maybe she might have told him....

I don't think she would either. I think there are several reasons for it actually. I think she feels a bit cheated by Ray because obviously, who wants an empty ring box as promise to talk? She's probably not gonna go around telling people, especially Tony, about it. I think that is because on some level, she knows that he is right be a little suspicious about him, add Tel Aviv to the equation and we really have no idea what is going on with him (and Kort for that matter).

at least she did in almost all the fics I've read this summer about this topic :P
