Tony and Ziva for sure. I personally saw Tony and Kate's as siblings.

Tony and Ziva all the way. Tony and Kate were too much like brother and sister. If 你 think they would have made a good couple than 你 have one screw loose in your head. I mean come on, in the show, did 你 see them 表演 like they wanted each other that way? they teased each other, they picked on each other. Tony acted much like a brother would and Kate acted towards him like a sister would. I have a brother and sister, I would know how siblings would act towards each other. Even thinking of the two together is kind of sick.
