I did read somewhere that the 电影院 are set around 10 years later, but I can't remember where, don't know how correct that is, and don't really care, to be honest. I don't think it really makes that much difference.

Yes, the 图书 are written as if we're still in the 90's - sort of. JK used this technique that my Creative 写作 teacher called "timeless setting." It's when 你 don't give many indications of the time period your story is set.

I think the 电影院 followed this technique too. I mean, there really isn't much indication to say it took place ten years 以前 (at least, from and American's point of view - I don't know too much about British fashion, both in the 90's through today).
