Did they ever say WHY the government refuses to help? (I mean, I get it. It's part of the story. But I just can't remember why the government isn't getting involved.)

^^The government told Gotham to evacuate and since people still there I guess the government has decided that since they didn't follow orders, Gotham is no longer their problem? That's my interpretation, at least.
