Is Hiro older than Kisa...?

Kisa is one 年 older than Hiro. Hiro is 11, and Kisa is 12.

In the 日本漫画 Kisa is actually older then Hiro. Kisa ranges from beginning of the 日本漫画 to the end to 12-14 years of age, while Hiro ranges from beginning of 日本漫画 to the end 11-13 years of age.

In the 日本动漫 they are also about 1 年 apart in age with Kisa being older and Hiro being younger.

I think Kisa is one 年 older
