Does anyone know if Gimp 或者 Paint tool sai is free? And if so where can I download it?

I'm getting really tired of crappy paint, so I was wondering if any of the awesomer programmes were free. PLease help anyone.

Now I've got gimp I've got a problem. When it says add a layer it won't let me click it. DX
