This is Based on Facts 说 through-out it's Story-Lines, but I do not consider the Mangas, because only Vegeto was shown officially.
Now: To start off we must consider the Individual Power Levels of both Vegeta and Goku.
While it can be 说 that Vegeta is indeed less Powerful than 悟空 in Level, he is much 更多 Skilled than 悟空 in Fighting. On 最佳, 返回页首 of that: What Vegeta lacks in Strength, he makes-up for it in Strategy and Pride.
