Mentally, he's just a human, so of course he's got human emotions. The main issue about Lavi is that as a Bookman he SHOULDN'T be affected to anyone, but he created bonds with his 老友记 from Black Order.

He has human emotions so I think that he can 爱情 but he shouldn't. And he already has bonds with his 老友记 (Allen, Kanda, lenalee, etc) so he is already loving xD

Lavi can be easily attracted to girls. But being the 下一个 Bookman, he'll learn to be determined and to have a stronger character. He'll probably change and be mature enough. But still, 爱情 is stonger than death.

Well..as a Bookman, the rule is he should remain detach, just an observer and recorder of anything and everything significant that happens, BUT Lavi has already broken that rule when he formed bonds with Allen and the others. (his fight against himself inside Road's dream)

As for 爱情 Lavi easily gets attracted to girls ("STRIKE!") but 你 can sorta tell from his actions that he's especially attracted to Lenalee.

Lavi's a person, every one can 爱情 and be loved 由 someone ... having a friend means you're loving and 你 are fighting not because you're a warrior but.. 你 are here to defend something 或者 maybe someone special to you.. even though you're banned to, if 你 want to chose the path 你 think IS right even rules of being a bookman 说 你 don't have to do it!
