Can someone give a great 日本动漫 and at the same time a scary one?

Horror 日本动漫 你 say?? :3
I don't find these 日本动漫 scary at all (some) but they do fit the horror category. :

a. Shiki
- the story takes place in a particularly hot summer in the nineties, in a small quiet village called Sotoba. A series of mysterious deaths begin to spread in the village, at the same time when a strange family moves into the long abandoned Kanemasa mansion.

this 日本动漫 makes 你 think who is really the monster, the Shiki? 或者 the humans?

b. Another
- Class 3-3 of Yomiyama is cursed and the main character tries to solve what this curse is, what does it do and how it affects them.

更多 of a mystery than a horror. Nice twist at the end though. XD

c. Higurashi no Naku Koro ni
- plot too hard to explain. :3

d. Elfen Lied
- Lucy is a girl who is a "Diclonius" a new species similar to human beings (but different at the genetic level and notable due to physical abnormalities, particularly a pair of short horn-like protrusions) being experimented on has escaped and caused a bloody (like bloody!) havoc. She is then found 由 Kohta and Yuka, two cousins studying at a local university.

Hmm... two humans found a girl who just wreaked havoc (a bloody havoc though they don't know this) and decides to take her in. This would be interesting.

explaining plots is not my thing so... sorry if this summary of mine didn't make sense 或者 didn't interest you.

If 你 want a scary anime, look for anything in the "seinen" demograph, especially the old 80s 日本动漫 movies. Monsters, demons, nudity, dismemberment, sword fights, gun fights, magic fights, possessed children, ghost children, cannibalism......

I would recommend Shadow 星, 星级 Narutaru, but the 日本动漫 leaves off on a cliffhanger that's resolved in the manga.

I wouldn't call it scary, but Serial Experiments Lain is quite a mindf**k.

There's Perfect Blue; the 日本动漫 the Black 天鹅 movie was inspired by.
