I think it's based on how many 得票数 each answer gets, like if 2 people got voted best answer at the same time then it depends the amount of people that agreed with that answer.

About 4, I think. It's just a guess cause I'm new here! Joined today! xDDD

I think about five, 更多 if there's a lot of competition. It might be based on percentage 或者 something. *shrugs*
