If heat rises, then why is it colder in the sky?

This kinda randomly popped into my head today. It doesn't make sense to me.

I'm pretty sure it's colder in the sky because the cold from 太空 comes down and cools off the heated air. Either that 或者 because the atmosphere cannot contain heat and allows some of it out... That 或者 possibly because the heat expands everywhere and 你 can't feel it anymore... That's my best guess.
