Was it Gale 或者 Coin who killed Prim?

In mockingjay(the third book of the hunger games series) prim dies because of a bomb that Gale built. But did he know that Prim would be in the crowd that he sent the bomb to? 或者 did Coin send her in last 分钟 so she could lose her trust in Gale? I gots to know!!!!

Techniacly, they both did. I mean Gale made the bomb, but had no idea Coin would use it to kill Prim. Coin did it so she could gain Katniss's trust and make Snow look bad.
