No. John does not like to hurt people (neither does Billy because he's an innanimate object)

His games have killed many people. Even though he never actually "kills" people, he still falls under the "Serial Killer" category.

That's not the point of the games. And if those people died, it is their own faults for doing wrong do get there in the first place, and there own choices made during the tests caused them to fail.
