If 你 complain, 你 have the option of nor whining.
If 你 whine about something, it is almost always a complaint.
Why do 你 ask?

Whining is when 你 cry really loud and your voice gets pretty high pitched.And complaining is when 你 tell someone about the thing that you're disliking.And 你 don't have to be too loud.
And whining and complaining have something in common.They both mean to be upset about something 你 don't like.
