Alsalamo alaykum, so my friend wanted an answer and her 问题 is: if a girl is no Tahira , can she still pray istikhara?

Istikhara is like a normal Nafl prayer. 你 cannot pray while 你 are in a state of impurity. However, 你 still can make Du'aa.

Are 你 sure? Cuz like my friend once prayed istikhara and Allah made her wish come true just like when u are Tahira.

Yup I am pretty sure.........Well thats another case perhaps your friend did not know that it wasn't good to pray 或者 Allah had written that for her. She can pray Istikhara after her Menstruation finishes if she really needs to pray Istikhara in bitween then she can make Du'aa instead.
