In the beginning of the series she's a Royal, but she then, like 你 said, decided to be a Rebel. However, most people still consider her a Royal because she's 更多 associated with the Royals and on her official EAH card, it's red instead of purple. I personally consider her a Royal :)

I think she' s a Roybel (royal and rebel), but 更多 a rebel. She wants to follow her destiny, but with Hunter Huntsman. (sorry if there any errors, but I' m from Poland :))

I think Ashlynn is a Royal because her character card consider her a Royal and in the episode "Maddie-In-Chief", she defends the vote for 苹果 and sits with the Royals at the Royal Student Council Debate.
