Why didn't Moana's grandmother use the 心 of Te Fiti to restore her island when it was dying?

Her grandmother kept the 心 安全 for many years, but when she saw that Te Ka's bad influence starts ravaging her island, she never even tried to use the 心 to bring back life and plantation to where Te Ka's blight struck.
