Tough one. Maleficent is definitely pretty powerful with "all the powers of Hell". But then Ursula is also super powerful once she gets her hands on the trident. Same with Jafar once he becomes the most powerful sorcerer ever or whatever. And Te Ka, although she can't seem to move from her rocks, is able to affect places really far away, like how she dried up all the food on the island. So idk, they seem pretty equally matched to me.
