Mother Gothel and Lady Tremaine. Tremaine emotionally abused Cinderella, oppressing and exploitating her at every opportunity and toying with her emotions, dreams and hopes, just so she can crush them. She deprived her stepdaughter from her birth privileges and didn't provide her with proper living conditions, medical assistance and education. Besides, she prompted the stepsisters to verbally assault and physically abuse Cinderella in a traumatizing scene where the dress that belonged to her dead mother (probably the only possesion of her mother she had) was torn from her body violently, leaving the girl disheveled and (I assume) bruised.

But Gothel disguises her abuse as love, which is even worse.

The part that makes her the most evil is she hide her abuse in love.

I really hope Maleficent doesn't win: don't get me wrong, that woman is more evil than words can describe, but she is the least evil of these. She didn't abuse, brain-wash or try to take over the kingdom, manipulating and hurting many young people in the process. But she is still ABSOLUTELY evil, since she obviously intended to toy with Aurora's parents's emotions: they see their daughter grow and blossom into a beautiful, talented, cherished young woman only to have her die by pricking her finger.

Hmm... Perhaps she is more evil than Ursula, but still doesn't deserve to go first.

if scar was here, i feel he should win cuz all the other villians put their victim to sleep, or cursed tem, but Scar killed a main character!

Gothel isn't really evil till later. I do think she loved Rapunzel in her own way and her abuse wasn't near the same kind as what Tremaine did.

It feels cliche to pick Maleficent though, I may change to Tremaine.

Maleficent is just evil. She cursed a baby just because she wasn't invited to a party. The others have a different reason to be evil, like envy or possessiveness but Maleficent... She revenged just for a stupid cause.
