None of the classics really developed.
Jasmine and Ariel rebel for better reasons than she does. Ariel rebels because of how everyone is racist against human (or is the specist). She is rebelling for a noble cause and because she's different from everyone else. She dares to go against what other people believe about this world and the humans, she represents a strong open-minded person who doesn't judge something before knowing them.
Jasmine has the fact that she's never been allowed outside the palace walls and doesn't even have any friends, except for Rajah. Merida was able to go out and roam around the kingdom rock climbing, riding horses, and shooting arrows. That's WAY more than Jasmine EVER had! She and Ariel have developed reasons for rebelling.
Merida just rebels because she has lessons? All of the princesses have lessons! They don't develop much of a good legitimate reason for her rebelling. Also don't give me that she's being forced to marry argument because I'm talking about before that, since she already rebelled before that. But while we're on that Jasmine, Ariel (not with marriage but with just trying to talk to Triton), and Pocahontas try to tell their parents their point of view and it's the parents that aren't listening. Merida just says "it's not fair!" instead of explaining why it's unfair, just says it's unfair without trying to explain to her mother, who is stuck in the old ways, why it's unfair.
Plus during the story she doesn't really develop. I mean they have her as a brat, one random flashback of her and her mother, her mother conforming to Merida's ways, and just all of a sudden there's this change in her that comes out of no where? She's a really flat character that doesn't have much development. Even Snow White and Cinderella have more development that she does. I know people are gonna go on saying how Ariel does so and so and I'm just going to say this, save it because I'm not going to read a comment that's just about the same thing I hear over and over. I'm sorry but it's true!
Not only do I have opinions about Ariel's reasons (but you don't want to hear about so I'll save it), I think it's unfair to say one person's reason for going against an authority figure's wishes are worse than another person. They all had valid reasons for rebelling to some extent, and there isn't really such a such thing as 'developed reasons for rebelling' with any of them. And just because she can't explain why something isn't fair doesn't make her less developed.
As for your claim that she doesn't develop in the film, I just disagree. And to be honest, most of your long comment's reasons for choosing Merida had nothing to do with her development.
But, let me tell you a tale of Merida's development. She starts off as being pretty bratty and entitled, and by her choice to change her mum you see that she thinks others should conform to her desire. She doesn't apologize about her mother being a bear or show concern when her mother is sick. But then she and bear!Elinor go on a journey together, and Merida begins to rediscover why she loves her mother. She becomes less selfish because she realizes that her selfish actions had bad consequences, so she offers to follow through on the tradition and put duty before desire. She learns to finally and sincerely apologize for what she's done wrong, showing that she's learned from her mistakes. Basically, she becomes more mature and selfless, and develops a lot.
Anyway, Snow or Belle. Yes, because I think Cinderella is a tiny bit more developed than Belle. A tiny, tiny bit.
