What 日本动漫 video game is this guy from?

So he has REALLY blue hair and super cool eyes. And his hair is long (Past his shoulders). Some people describe it as a little older, but the graphics are still pretty good. I think it's for the ps3, but I defiantly can be wrong. Any answers?
