It's hard for me to decide. On one hand, Raoul wanted to comfort her and protect her . But, he also didn't go to see her until she got famous after singing "Think of Me". The Phantom is, yes, cruel to her, but I think he has a small excuse. That's what he grew up with! Barely no one had shown him compassion...being called a "devil's child" won't help his self-esteem either. Christine gives him a sliver of happiness, an emotion he never felt before. So maybe he didn't know how to react.But..to get to the point here-I think I took enough of your time-I would have to say Phantom. I'm not sure why, but I feel bad for him.
