Each chakra element, (Fire, Wind, water, lightning, earth) is strong to one and weak to one. For example, 火, 消防 is weak to water, because if 你 put water on fire, it will go out. Basically, it's logic. If 你 blow wind onto fire, it won't go out, the 火, 消防 would grow bigger. Then there are shinobi in 火影忍者 with kekkai genkai, when 你 combine two chakra elements to make a new one.
