Now that I think about it, I think that that could very well be true. In New Moon, Bella started hanging out with Jacob because he could fix motorcycles, and she wanted to do reckless things so that she could hear Edward's voice. If Edward never left her, I highly doubt she would've ever hung out with Jacob as much. They would always be best friends, but not as close as they were.

But then again, I'm not really sure. Whether Edward left Bella or not, Jacob would've had to have started hanging out with Bella, because if he didn't, he would've never imprinted on Nessie. So I think it was fate that he loved her.

So I really don't know. Just ignore my answer, LOL.
