That could have been an alternate way to avoid a fight, but 你 have to remember, at that time both Alice and Jasper knew they had the evidence - Nahuel and also Alice's vision in the film version - which'd make the Volturi back down. Jasper didn't calm everyone down and force there to be no fight because there was no need.

Also, people are aware when he's using his ability on them, and once it wears off they could be annoyed and offended over being manipulated. There was also a possibility that one of the Volturi's witnesses could be some sort of shield who'd prove immune to Jasper's effect.
