Come on, let's be honest guys, the joker is a psychopath, and clearly psychos can't love, can't feel anything. We will never know if the Joker truly loves Harley or if he ever had loved her. But it's nice to think that he did once.
They have a lot of chemistry, of course, it never lacked the physical attraction between them. The Joker and Harley had an active sexual relationship but that doesn't mean anything. Harley was in a time the joker's henchman, but we always see in comics and the tv shows that mistah j ended hitting, abusing of her good treatment. And we saw in a few ocations that he tried to kill her.
So, as I said before Harley is a mix of both.

Heeeey, why so serious? Psych or not, but superfluous couple of hads of help is never unnecessary. So I think Joker it's all the same a little love to Harley. No one thing in all the world can be totally bad.
