Is Tem cat 或者 a dog?

I think Tem is a cat. Am I wrong?

I think Temmie is a hybrid of both the species the cat and the dog due to the cat ears and 圈, 圈子 like dog shaped ears (Dogs can have 圈, 圈子 shapes ears). But this 评论 may be wrong, so please do not hate.
