Is the A.R.K. 更多 of a research station for the good of mankind 或者 更多 of a secret military-grade weapons lab?

I have Sonic Adventure Battle 2 for GameCube, and I know about the 太空 colony A.R.K. But what use was it used for 更多 of? Was it 更多 of a good lab 或者 a bad lab? I'm getting really confused here!
