I think a part of her did. Perhaps another part was hesitant about bringing Bree into the family, because she already had Bella to be comfortable with and maybe was being protective of the others as well.

Also, I think she didn't wanted to show that she cared about Bree to the Volturi.

I think she did. Knowing that Bree is so young and had no reason to become a vampire, I think Rosalie really felt bad for her. Rosalie doesn't want to be a vampire so I think she relates to how Bree is feeling as well.
