They originally were going to be, but then the creators decided to not make them officially twins since they felt that doing that would restrict people's creativity when using them. And if they felt making them twins would restrict creativity, then people probably wouldn't want to buy them. And being the 秒 vocal synthesizers in your series after the one before them boosted the system's popularity 你 probably would want them to sell.
Most people believe they're twins because a lot of songs treat them as such. But because it isn't official that they are twins means 你 can also portray them as other things such as mirror 图片 (because Kagamine means 'mirror sound') 或者 lovers.

Yeah, but sometimes it depends on what 粉丝 see them. Some see them as twins, others as mirror 图片 and others as 爱人 :)
Yeah, and anyways even if they were officially made twins, chances are the folks making the songs would throw the twins fact out of the window. Which is pretty much why none of the 初音未来 have 100% confirmed 或者 at least in depth personalities and stuff.
The creators originally made them to be Mirror Images, like Miku and Mikuo, 或者 Ted and Teto. The Kagamine means Mirror image. But It's really a 粉丝 prespective. Because I view them as twins too
