Steampunk tends to be Victorian style clothes, I think, although I think it is actually a bit of both.

Steampunk implies technology based on steam power, thus the name. It is essentially historical AU, a 'what if technology was more advanced in Victorian times'. That's the source of the idea although of course it's evolved to include other things as well.

.. well actually it would be a mixture of both right? but definitely more historical then futuristic
