Rumple is certainly a main villain. he was behind everything that happened in season 1 including Regina. Cora should also be here.

If we're going by villains, yes he's a main villain. But if we're going by seasonal villains then no, he shouldn't be. Regina was the season 1 villain (Rumple was more of a side villain; it was totally more focused on Gina), Cora/Greg and Tamara were for season 2 and Pan/Zelena were season 3.

That's probably what the person who posted the poll was talking about.

Great villain. She's wicked. Peter Pan is close second (of this list).

Rumple seems more like somewhere between evil and neutral. While he does a lot of horrible things, he does so to fulfill his own, private agenda which doesn't usually involve terrorizing the mass public. Also, he tends to help both the good guys and the bad guys, depending on who's willing to make a deal with him, so I find it difficult to really place him as a straight villain character.
