1.Putting pressure on Tony in "Bait",when there was no need for that-if she trusted him to take the shot,the all" I-have-to-be-sure" conversation was not necessary.If she didn't trust him,like Tony said,she should put someone other on his place.
2.Not telling Gibbs about Tony's undercover job-not about the job itself,but Gibbs like a team leader HAD to know how many peoples he can count on-if the team was in danger and counted on Tony,but he can't come-that put the team in dangerous situation.
3.She demanded to be respected as a Director,but had no problems to interfere with Gibbs cases over his head.
4.Ordering Tony and Ziva to leave her alone in JD.
Like you see,I'm not biased and J/G relationship have nothing to do with my opinion.
We all get that,huddygirl12- but in general she had no right to do that.They were her protection,and if something happen to her,they were to blame for that. The person,who put them on her protection detile,can give order to leave her- Jen didn't have the right to give Tony and Ziva that order.
Compare Director Shepard's covert op against René Benoit ("La Grenouille") illegally in another country in a darkened airport against Director Vance's legal action of sending Tony, Ziva and McGee to serve an arrest warrant on JP Dean. Tony waits briefly as the pilot and copilot leave, then lights the tarmac, he announces, they don't ambush, they respond to fire. + I never saw Gibbs to respect Jen as a Director.Gibbs tryed this with Vance,with whom he has a past too,since they know eachother,but it didn't work.That's why my vote goes for Vance and Morrow.She didn't do her job in Paris-didn't tell anyone.She didn't tell Gibbs his life is in danger because of her mistake in Paris. All that can't make me see her as a good Director and agent at all,regardless what Gibbs and Ziva said about her professionalism.

I feel completely the oposite.For me Tom Morrow was the best Director of this agency . In general,I don't have to see some character many times on the screen to understand him/her- even if we barelly saw Tom Morrow,that doesn't mean he is a Director & character with no personallity-like Tony said once,"the devil is in the little things" -the scenes with him were powerful and showed us what type of Director he was.His presence was visible everytime he was on the screen-Gibbs never tryed to disobey his orders,like he did so often with Jen- exactly that makes me see him as a strong character-I don't need to know about his past or to see him so often on the screen like Jen to feel the charisma of this character.Jen was too ofetn on the screen without a valid reson for the Director to be there--I never saw that when Morrow was a Director.
@ ncisaddict51, Director's job is ,like Gibbs said,"pure politics"- in other words Director doesn't have a place in the field. His job is in the office "to sits on his chair the whole day" and to do his work- so,by own word, he is doing exactly what he is suppose to do.:))))))))
