She didn't come up with it.At that time supernatural themed shows were popular and WB production wanted to do something in that theme.Constance M.Burge thought of roommates who were witches,but the executive producer thought it wouldn't work and suggested the sisters happen to be witches idea which is the official Charmed-way as we know it.
