Vacuuming involves the use of a special vacuum to remove debris that has sunk to the bottom. In most cases, skimming is far easier and most debris can be removed by skimming, before it becomes water logged and sinks.

First check your gutters to be sure they are clear with no leaves blocking water flow and then look at the gutters. Are they angled correctly so that water can flow to the downspout. Then make sure the water flows away from the foundation.
