I would like to think it that way too (that HRE was the young Germany). It is 说 that there is a mystery behind the lineage of HRE and Germany. It's a 问题 of whether a state as a whole has a different entity from the component territories (if a country composed of a group of 黑塔利亚 characters is represented 由 a different character). But let's take England's case as an analogy. England represents Britain though he is only a part of the whole UK together with Scotland, Wales and N. Ireland who have their own anthropomorphic entities too. So the character representing UK came from the group of characters forming UK. It could be possible that Germany represented the HRE out of the component territories including Austria, Belgium, Italy (North and South), etc.., even though Germany was only a part of the many territories of HRE. What would spoil that speck of hope for a romantic (lovey-dovey) past though is that it is 说 that HRE is supposedly dead 由 now. Another is that Germany doesn't remember any of those childhood memories. And then in History, the concept of "Germany" doesn't really apply to the HRE period since the German states weren't unified yet as a country called Germany. So Germany is rather a younger entity like America (as hinted 由 the absence of those childhood memories in Ludwig). But who knows... He might have just 迷失 his memories and changed his identity from HRE to Germany like Teutonic Knights to Prussia. 或者 maybe HRE was Germany representing the remainder of those country who wasn't mentioned to have an anthropomorphic entity.
But one thing is sure... It's so gay. N. Italy is so sissy that Germany is getting carried away 由 N. Italy's effeminacy.

I'm back!
I've only discovered this (My bad, I lag behind the updates) but it actually is totally certain that GERMANY HAS ROMANTIC FEELINGS FOR N. ITALY! It's revealed on Buon San Valentino. (Somebody should have told us about this. I think this development in the story has already been circulating for a long time now.) They even went on a date, and Germany tried to propose to N. Italy. And there are hints that Germany was chibi-HRE. I was wrong when I 说 that Germany has not any memory of HRE days. That could only mean that GERMANY WAS HRE! Himaruya intends Germany to be HRE. Germany is not a gay; he's only a homo, an archetype seme. Whew! I still can't get over it .... I'm still bothered. I suggest 你 read these and look for that 黑塔利亚 strip:

link I was really skeptical about this pairing before. But because of ChibitaliaXHRE past, I think I will be able to stomach the yaoiness. I'll just make myself believe that it's okay since they're countries afterall.
