What's the difference between the trace and keeping track of magic 由 location?
In book two did the ministry know about dobby's magic because they kept track of Harry's location 或者 because dobby was near Harry. It says in book four that in a household where there are adults and minors, they can't keep track of who does what but they trust the parents to enforce the no magic rule.
