She didn't really make a big ambition, just to get changed into a vampire and that isn't in her control, it's the vampires job to do so. The crap plan she made at Twilight was just a plan, the vampires carried it out.

Considering how many characters didn't want her to to change, I'm pretty convinced she had a lot to do with what happened to her. Nobody just offered "Hay, want to be a vampire?" and she happily accepted.
Jacob didn't want it but it didn't really change much. Edward didn't want it but she still had to. Also it was pretty much the Volturi's decision, not her's, which leaves her and the family no choice.
