It's quite common amongst teenagers, but not so much used to describe an adult. 情绪硬核 is also used for describing teenagers who seek attention in the form of faking depression and sometimes even cutting. This 秒 one is also used to refer to scene kids, although scene kids generally wear far brighter clothing and listen to different music. Looks for both scene and 情绪硬核 kids involve lots of belts with chains, and big, teased hair.
